The U.S. Department of Housing and Urban Development (HUD) describes homelessness as the state of being food and shelter insecure. More specifically, HUD considers anyone who cannot afford to rent a house—and therefore has to live with friends or extended family members, in the streets, or in other places unsuitable for human habitation, such as abandoned buildings—to be homeless.
